This brick contains a coil with an inductance of 10mH. An induction voltage of 1V is reached after 10 ms when the change in current flow is 1A. Coils can be used to build resonant circuits and frequency filters. Because coils counteract any change in current flow, they stabilize the circuit. This current-stabilizing property can be used to transform voltages.
